There's a real battle brewing out west for dirtiest program- USC is now squarely in the lead but Oregon will try harder next year.

Rivals has USC #1. Scouts has them #5. ESPN has them #7.

Rivals sells a lot less bullshite than the others is the way to look at I guess. They are a lot more strict on giving out their ratings, whereas scout gives out tons of 5* ratings. I'm not too sure on how ESPN does theirs, but I think most agree it's the third best.
For example, when going by Rivals the Big10 has one total 5* player.
Scout has Penn St with three 5* players alone, and about 8 total in the league.

Soutern Cal sucks. Well, San Diego is awesome, but LA is awful. And SC is not exactly in a great neighborhood.
