It seems it would help keep them more orderly

Bylaws needed:
1. No solicitation on corners
2. No dogs chained to trees
3. Doors, shutters, and trim must match
4. Pimp slaps in plain site banned

Certain groups refuse to follow the law. You think they will follow a HOA?

Because the point of an HOA is to make everyone keep up their property as to not cause the value of the property around them to suffer because they do not want to take care of theirs.

Well, first of all, lower-value properties tend to be older, and HOA’s are more of a “newer build” thing.

So, there’s that.

HOAs make their own bylaws. What kind of bylaws do you think an HOA in a lower income neighborhood would have?

Rule 1. Drug dealers must stage their transactions on the corner, not directly in their driveways

This could be a fun game. Carry on

Seems like a form of exclusion. Seems they would be fighting to create them and belong.

Also, it cut down on vehicles in the grass

Lower income neighborhoods are where HOA Karen's would go to die.
