Preferably for outdoor use

For starters, if it can detect sound

What are you measuring and why?
Your question is akin to “Who makes a good car?”

Without knowing the first thing about buying one, I imagine it's going to be important to answer whether you're focusing on very loud or very quiet sounds.

Trying to record the neighbors volume at night eh?

No. The "celebrations" that tend to be heard a long way away.

Good swing, but doubtful he is working at the extremes that need specialized gear. Other than the sound pressure level range there is also the frequency range. If you need to measure above 8kHz or below 30Hz you will need special equipment or compensation curves.
Quality names are Casella, Extech, General Tools, Reed, and B&K.
If you need a full suite of sound measurement, the UMIK-2 (miniDSP)
OmniMic V2 (Dayton @ Parts Express) will do about anything you need.
Without knowing what the OP needs it for chances are his phone or a $30 SPL meter from Amazon will do the trick. If he finds an old Radio Shack analog one sitting around they are actually excellent.

Call your neighbor and ask them if it's too loud.

I’m not sure why you got downvoted for this. It’s spot on. When it comes to measuring things it’s important to know WHAT you are measuring. Are you measuring high frequencies or low? Are you looking for a large range of frequencies to just measure all around SPL? Are you measuring short, sharp, transient sounds like “celebratory hood fireworks” or something more along the lines of “hood mating ritual sounds?” otherwise “getting a good one” is almost meaningless. To that end even the sound monitoring app on the Apple watch is useful.

Had
To turn my watch off at LSU game because it kept giving me loud noise warnings. I’m sure the phone has an app that can be pretty accurate

NIOSH has a free app that will measure sound. I’ve used it in several worksites to get informal surveys done.

It won't register like you think. You can here the takeover in the intersection a half mile away but it isn't going to translate to an excessive DB reading.
You can game a DB meater pretty easy even in a relatively controlled environment.

Couple of motorcycle's cruising through the neighborhood got you down?

Search for an app first.
Eg in iPhone App Store search on sound meter or decibel meter
There’s lots of choices.
Whether they meet your requirements is another issue.
