I'd replace Paris with LA. I love Paris and hate LA. And the French would have guns so they can protect themselves against all the Muslims their leaders let in.

It would have to be majority white (racist! REEEEE!) and conservative, preferably English Speaking. Maybe Calgary or Edmonton if I could get comfortable with exactly how conservative they really are. They may only look conservative compared to the rest of Canada. A big problem is that most urban areas around the world lean left.
