Why does Texas have grainy black-and-white photos on a drivers license?

Basically, they aren't laminated like the Louisiana driver's licenses. Laminated ID's can be peeled apart and tampered with.

Fun fact, when developing color TV in the United States, engineers came up with the NTSC format that was backwards compatible with existing black and white TV’s.
