Deal cut for Venezuelan Oil

Very early news broke that the US had cut a deal to get sanctioned oil from Venezuela. The deal is for 30-50 million barrels of oil to be brought to the US indefinitely at unknown rate. The oil will be “given” to the US and “we” will sell it. Proceeds go into US banks and eventually, when the time is right, it will go to Venezuelan interests.
It’s a very early report but fairly earth-shattering insofar as it is oil that China would likely have gotten.

China gets about 4% of its oil imports from Venezuela, and President Trump said over the weekend that barrels sold to China from Venezuela could actually increase as more production is brought online.

Who is actually in charge of the deal in Venezuela?
Why wouldn’t Venezuela sell the oil to whoever they want?
Is the oil being brought to the US or will be stay in Venezuela?
If coming to the US, who is bringing it?
Are American oil companies included?

This is a perfect example of why you shouldn’t take Trump literally. He tends to “summarize” things a bit, in this case initially saying they were giving us the oil, and the press ran with this. They would be better served going to the relevant cabinet member (in this case Rubio or Wright) and getting the details.

1) They are dealing with “interim’ decision makers in Venezuela
2) We control their shipping lanes
3) Coming to the US
4) TBD
5) US refiners (likely Valero and Phillips)

If I remember correctly Citgo as a Venezuelan company had a pipeline that ran into Chalmettes plant that now is PBF so transmission seems easy enough if the pipeline is still intact

My understanding is the Venezuelan is indeed giving us the oil and we get to sell it with proceeds of the sale going into US banks so debtors cannot get access to the money.
In time, when Venezuela is deemed more stable, the money from the sale of the oil will be used to aid Venezuela.
It’s a sweet deal imo based on the broad strokes

Filling strategic reserve would not be in line with what has been reported.
It wouldn’t be a bad idea but the promise was to use the proceeds from the sale of the oil to benefit Venezuela down the road.

Newscum has a refinery, Valero in Benicia, Ca. that is capable of running the heavy crude form Venezuela but is planning to shut down sometime this year because of their costly liberal policies in Ca.
