I’m a big fan of this in terms of foreign policy decisions. Let’s change the names and see if you think it’s war or not:

As the great Bill Hicks said, "War is when two armies fight." As you can see in Venezuela, this was not a war. It was an asskicking.
There is also arrest warrants for Maduro and his people. No rational person would call executing a warrant a war.
