Can we export Jackson, MS to another state?

We have a circuit outage at work. We received this update from the provider:
2025-12-01 15:28:06 GMT - The damage site is in Jackson, MS. The site belongs to a local provider. They have been engaged to investigate.
2025-12-01 15:23:26 GMT - Field Operations arrived onsite and advised that vandals cut fiber and power to a local provider's site. The local provider is being engaged to investigate further.

Ehh there are parts of Birmingham that are fine but some areas definitely need some work.

Has the water problem been solved in Jackson yet ?
Does every property owner in Jackson pay property taxes ?
Is the revenue incoming from property taxes enough to cover the city’s budget?
If not , the city government should be dissolved.
