What mars was saying is that any claim of NIL amount is not a guarantee... because it cant be. Its just a proposal or a promise essentially, not binding. Now we all know it will not be an issue because the right people are pissed off and they're going to pony up.
This is no different with any school "offering" x amount of NIL money.
