So what are the current rules for the UT players right now? What are their options? Can they transfer in January and be eligible somewhere else this season?

I don’t blame him for wanting to play Dave Roberts instead of Jay Johnson. He’ll still be the best manager in the dugout on Opening Night when the Yankees come to town.
