Trump is offering the police superintendent a huge gift. He can finally bring order to his city and blame it all on Trump. If the Mayor tries to fire him for following the law he will have the Mayor and the city by the bulls if they try to fire him.

I am not sure why these mayors and governors aren't arrested for obstruction. A few high profile arrests will kill that crap down.
