It's not even arguable. Craig had a cult hit with Layer Cake and not much else. James has had lead roles in two film franchises and the lead in three television series.

That plan worked out well for Sean Connery and Roger Moore. Hell, George Lazenby had only acted in commercials prior to On Her Majesty's Secret Service. It doesn't have to be a famous actor. It needs to be a suitable actor.
