It’s funny I’ve always noticed this as well. They always claim their blackness

They're neither. White people don't claim them and black people look at them suspiciously. It kind of sucks for them, if they're trying to find identify in their race.

They are allowed to sing all of the words to rap songs in their car and at concerts but should probably avoiding using select words in public.

Because historically, any small detectable blackness (far less than 1/2) would exclude you from many things. This is simply the cultural rule created by white people hundreds of years ago.
