What did the Indian mean when he said “it’s a perfume for smoking cigarettes”?

I get the impression this isn’t Opium perfume (like the brand by YSL). It’s some Indian oil that people may or may not put on cigarettes as the video says it was bought at a place called “smoke and chill”. So just some random oil in a bottle labeled “opium”. The cops should’ve been able to figure it out though.
