And this funding will come from fines on property owners who don’t rebuild fast enough for the state’s liking, I’m sure.

Isn't construction cost in California expensive as hell compared to other parts of the country because of Cali's regulations and labor costs? And ICE is rounding up all their cheap illegal immigrant construction labor.
Probably going to have a lot of people who end up having to sell their land because they just can't afford to rebuild there, especially the ones that didn't have any insurance.

The regulations going in place for people to rebuild their homes are so much more convoluted and purposefully high cost. Due to these regulations and the costs, many are saying they won't be able to afford rebuilding.
