Juvenile arrested for his 3rd murder charge, out on bond from 19th JDC Commissioner Kimble

BATON ROUGE, La. (WAFB) - Police have arrested a second suspect in the fatal shooting of 22-year-old Victor LaPharohs, who was found dead in a Scotlandville parking lot last week.

According to Baton Rouge Police, Eddie Monroe, 17, was taken into custody on July 4 with help from the U.S. Marshals Fugitive Task Force. He was booked into East Baton Rouge Parish Prison on a charge of second-degree murder.

Documents show he was previously arrested in connection with a December 2024 shooting during the Christmas season, where he and others were accused of opening fire near River Road.

A woman was injured in that shooting, and Monroe was charged with attempted first-degree murder, illegal use of a weapon, and illegal possession of a handgun by a juvenile.

What the WAFB article missed is that he had another 4 defendant attempted second degree murder case he was indicted in (case no: DC-24-03979) with an indictment filed on 09/04/2024 and no action since.

She is a former East Baton Rouge Parish Assistant Public Defender, having served in that capacity since 2013. Another pending murder charge was not enough for "Commish Kimble" to keep him locked up. So she let him post $100,000 bond and he was right back on the street again killing someone less than 3 months later.
