BATON ROUGE, La. (WAFB) - Police have arrested a second suspect in the fatal shooting of 22-year-old Victor LaPharohs, who was found dead in a Scotlandville parking lot last week.
According to Baton Rouge Police, Eddie Monroe, 17, was taken into custody on July 4 with help from the U.S. Marshals Fugitive Task Force. He was booked into East Baton Rouge Parish Prison on a charge of second-degree murder.
Documents show he was previously arrested in connection with a December 2024 shooting during the Christmas season, where he and others were accused of opening fire near River Road.
A woman was injured in that shooting, and Monroe was charged with attempted first-degree murder, illegal use of a weapon, and illegal possession of a handgun by a juvenile.

What the WAFB article missed is that he had another 4 defendant attempted second degree murder case he was indicted in (case no: DC-24-03979) with an indictment filed on 09/04/2024 and no action since.

Commissioner Kinasiyumki “Kina” Kimble was appointed to her post by the Judges of the 19th Judicial District Court in March 2018. She is a former East Baton Rouge Parish Assistant Public Defender, having served in that capacity since 2013. Kimble was also an Adjunct Professor of Criminal and Juvenile Law in the Southern University Law Center’s Clinical Educational Department.
Commissioner Kimble received her undergraduate degree from Grambling State University in 2001 and her Juris Doctorate from Southern University Law Center in 2005.

Another pending murder charge was not enough for "Commish Kimble" to keep him locked up. So she let him post $100,000 bond and he was right back on the street again killing someone less than 3 months later.

This story repeats almost monthly now.
The same suspects released by the same judges (and commissioners) who go and commit more violent acts in the same communities.
Judges shouldn’t be immune. They should be legally held responsible for this shite.

She let him out so he could finish his advanced research study in cancer prevention and find a miracle cure.
Who could blame her?

On the bright side his case has been assigned to Eboni Johnson Rose so I am certain justice will be swiftly meted out.

I find it funny how it's all about gun control... but these people don't seem to suffer any penalty for gun possession violations, much less gun violence.

Need to start charging the parents and the judges for letting these thugs get baby dick slaps on they wrists.

A grambling and southern grad in charge of keeping criminals in prison. It’s almost funny that people like this are allowed in these positions.
