Sounds like another lawsuit might be headed their way.
I dont see the logic in trying to stop them from moving up when so many others have done it.

Especially when so many conferences are being busted up and needing to add new markets. I’m not sure what Sacramento could bring TV wise but it’s got to be better than a rural state commuter or directional school, right? Seems like the rebirthed PAC 12, what’s left of the MWC, or someone would be pressing the issue for the NCAA to give them the ok to move up to FBS.

Doesn’t the NCAA consider stadium capacity as a criteria for moving up to FBS status?

I think there may be other requirements, but a quick search came up with this...
There's a bunch of articles and stuff I didn't feel like sifting through, but this is part of it. I think it's a little weird they're trying to move up with no invitation. With all the conference realignments, it could put them in a bad spot as I'm not sure many conferences would be eager to go after them.

It’s incredibly damning that the PAC 12 and MWC haven’t invited them when they need teams in that area

the amusing thing here is that at some point 40-50 schools are going to break off and form their own power league, and all of these D1 schools who scrambled to move from FCS to FBS in football will ultimately be back where they started...in a second rate division with no access to the real money.
If I was a Sacramento State, I'd rather stay in FCS. Compete for actual NCAA championships in football. The upper levels of FCS are vastly more interesting than being the dregs of FBS.

An article I read also indicated the school is facing a 31 million dollar budget shortfall and are having to cut classes, but sure, let's move up and require even more funds for athletics.

After the top cats break away (hopefully sooner than later) I wouldn’t be surprised to see the G5 try to form something with the top FCS leagues. Adding the Horizon, Big Sky, etc I think would be a really interesting dynamic and bring back more of the old feel of the ncaa. No it wouldn’t be the top athletes but that’s honestly fine.

I remember when Troy State entered the FBS, they had to increase their stadium seating capacity. Not sure what the NCAA min. requirements are, but here are some of the current FBS stadium capacities:
15,314 - Charlotte
21,000 - Coastal Carolina
22,113 - W Kentucky
21,195 - Sac State, expansion to 25,000 prior to 2028 season

I was a student there at the time. I saw the plans at some point. They removed the track around the field, lowered the playing surface, and built the press box and added upper deck seating. A few years ago they expanded seating and closed in the north endzone. From what I heard, the upper deck on the visitor's side was built so that it can be removed and complete the upper deck over the south endzone when it gets to that point, and a larger upper deck to match the home side upper deck will go in its place. Capacity before expansion was either 17k or 17,500 and the initial expansion got it to 30k.

As the push continues to lift Sacramento State athletics into the Pac-12 or Mountain West conference, the school obtained another critical addition to those hopes this week.
On the heels of last week’s announcement that Sacramento State will be building a new 25,000-seat football stadium, a local group of leaders called ‘The SAC 12’ announced on Monday that the group has raised $35 million in NIL funds to further aid the school’s hopes of elevating itself into the FBS.
