Could be SSN plus three digits.
Someone who was there at the same time would know if that's how the numbers worked. (It could also be an inventory sticker on the outside of the plastic holder.)

When I was at LSU in the mid 90s, they would put your social on your student ID. They used to post grades outside the classroom using students' socials.

Yes. Those used to be your student ID number plus an additional number.
Edit: it was changed around 2007.
