What town or city best represents Louisiana's culture?

Probably Baton Rouge and more totally East Baton Rouge Parish.

I think it would have to be somewhere that is a mix of southern and northern Louisiana culture.

Evangeline Parish:
South Louisiana flat accent = Ville Platte
North Louisiana twang = Bayou Chicot/Turkey Creek
They 10 minutes from each other in the same parish

Louisiana as a whole or just south Louisiana? Different answers. There are multiple sub-states within Louisiana.
If you say Baw - that's gonna be Baton Rouge.
If you say Sha - that's gonna be Lafayette.
If you say Bro - That's gonna be Shreveport
If you say Yat - That's obviously New Orleans
If you say Honkey - that's gonna be Bogalosa
If you are a black redneck - Donaldsonville
If you use the word "y'aint" - Marksville
Unofficial center of political power is New Roads, which is also the center of population. Thibodeaux is a strong second place here. New Orleans and Baton Rouge are distant tied for 3rd.
The unofficial capital of the part of Louisiana whose economy is based on timber and speeding tickets is Alexandria. Alexandria has nothing in common with anywhere else in Louisiana though.
Ruston is the center of culture for north Louisiana, but it's still Funroe centric in many ways.

Cottonport used to, back when there was an older, more “colorful” demographic. Egg pocking contests during Easter, one of the better Christmas parades in La, etc. Now, waaay too much “culture” to warrant consideration…
