My kids are a bit older now but PBS kids has a lot of great shows. Especially the older stuff.

Daniel Tiger has an amazing calming effect on my 3 year old. Its my go-to when he needs to chill the frick out 
its a cartoon version of Mr Rogers, and doesn't have the bright, loud, flashy imaging that every other show does.
