It takes a long time to build up. If you think they are a decade out the time is to build up now, not 10 years from now

They could do tomorrow if they wanted to. They have no concerns on losses of life but regaining that island is tantamount to telling the world that they are not failing. In the middle of this tariff situation they could quell any internal crisis with the unification of folding Taiwan back into the country.

They have to import 75% of their energy and agricultural inputs, mostly by ship, and a vast majority of them through the Strait of Malacca, which is only 1.5 miles across. Further, from Japan to Indonesia, they're bottled up by the First Island Chain. Choking them off from food, energy, and foreign markets for their goods would be child's play. The only quasi friend that they have for support is Russia, but they lack the surpluses to feed and fuel 1.3 billion people, and with only 2 rail lines going to the Far East, they don't have the transportation infrastructure to get the goods there even if they did.

If China remotely felt like they could accomplish their goal of taking Taiwan, they would have done it without delay.
They know it is a flawed and politically risky move, and they are unable to navigate the variables to ensure a clean and decisive win.
This is akin to any animal displaying their physical attributes in hopes of avoiding confrontation and making an easy escape.
