We have government run grocery stores already. They are called commissaries. Other than some sales and maybe a few other items you aren't paying less than on the economy.

Grocery margins are the slimmest in all of retail. This is one of the dumbest ideas I've seen in a long time.
NYC want to bring down grocery prices? Stop dictating a ridiculous minimum wage, stop charging congestion taxes on delivery trucks, and stop some of the other cumbersome regulations that inflate your grocery prices. Government exasperated your problem and they won't be able to fix it with more government.

The US military commissary system charges a "tax" on each item purchased which goes to support the commissary system, i.e. it is not a 100 percent US Govt funded enterprise. The customers, i.e. the military folks, pay extra for commissary items due to this "tax".
