Deep down Trump doesn't want tariffs he wants action on the border and truly free trade.
This move is most likely because Mexico has put in some work. No one gets a free pass with Trump. No one.

He asked nicely and was looking for partnership. Mexico declined.
So he forced it. Mexico could have avoided it.

All threats with tariffs, but no action. They still over tariffing us.
