Honestly these judges have a conflict of interest and shouldn't be making any ruling on this.
Maybe a Judge who doesn't have family making money from USAID can make a ruling.

Am I missing something or did the specific congressional order have timelines or % that had to be spent by certain dates?
If not, judge can go frick himself, the EB has the authority so set spending schedule if not called out specifically in any congressional law
