Interesting take at Redstate, a known RINO site.

This corresponds to a Congressional directive, the Foreign Assistance Act of 1961. That law required Kennedy to create a foreign aid organization to replace the hodgepodge then in existence. The law lists a wide range of international aid activities required by Congress and directs the president to put those functions under a single person.

The President may exercise any functions conferred upon him by this Act through such agency or officer of the United States Government as he shall direct....

At this point, USAID was created by Congressional action, and the head required Senate confirmation.

Lest there be any doubt that USAID was a real agency, in 1997, Senator Jesse Helms sponsored the bill that became the Foreign Affairs and Restructuring Act of 1998. President Clinton signed it into law on October 21, 1998. The White House then implemented the act....

So, no, USAID wasn't created by Executive Order; it was created by law. An Executive Order organized it. That organization was modified by Congress in 1998, showing that it was an official agency. Its status as an independent agency was validated in President Clinton's order reorganizing some functions performed by USAID. From the beginning, the USAID administrator has required Senate approval and has had a budget.

Because Congress created the agency, President Trump will either gut it and leave the remnant alive or set off a direct conflict with Congress, which he may or may not want.

So, Trump has determined that USAID is no longer necessary and moved direct oversight to the State Department...

If an EO "organized" it then an EO can reorganize it. That reorg is to eliminate the staff and delivery mechanism of USAID and to bring it under the state department. Easy peasy and legal.

I don’t think Trump/Musk will succeed in ending USAID but they may operate it completely differently than before and make it hard for successors to reform it around the old model. This is essentially true for any of these DOGE projects. They’re mostly just smash and grabs to cause brain drain and centralize authority into the Oval Office or at least someone in the spoils game directly beholden to the President.

These people will barely even acknowledge the actual problems being uncovered with this agency that has brought all the attention to it.

They’re going to ignore Drag shows in South America, the BBC, Diversity training in the ME, Soros funding, and every other indefensible thing it has gone to for the sake of our 30th year of funding starving children in sub-Saharan Africa.

Lemme know how that works out for you. Meanwhile, 5 more departments will be deleted before you have your first preliminary hearing.

Congress can't even get records when they are subpoenaed. No one cooperates with them.

In the past, this was how the deep state remained viable. Trump will just pull a card from their deck.

By law for decades, the CIA was prohibited from operating inside the US. USAID is operated by the CIA. Obama changed the rules so that CIA could operate within the USA, but, this was long after the many decades that USAID operated illegally inside the USA.

And look at the operation - Information Warfare and Propaganda campaigns to promote the American Radical Left agenda.

This explains why I have said for years that the USA is Already Conquered. Trump is trying to change that - he has a mere four years.

Trump's Movement MUST continue past Trump's Presidency.

This was their old gameplan.

Something happens, about a week later, some moderate republicans would come out the woodwork and make a gentlemanly argument about how what Trump is doing is unconstitutional. Fox news would amplify it. MSNBC would Blare it from the mountaintop.

All our favorite Rinos on the board would talk about civility and the need to follow the law.

Our new reality is this thread from this morning was 4 pages back. USAID is a rotting corpse 5 miles back and Pam Bondi cut off federal funds to Sanctuary cities and DOGE is auditing Medicare and the IRS.

What a great time to live.
