what does he mean by "time to react"? they need more time to create media narratives, smear campaigns, and judicial obstruction strategies?

The speed does seem to have effected their usual multi faceted responses. I believe they are use to having a lot of planning time and discussions on counter measures. They are...perturbed.

they need to gin up the mobs and the mobs are confused what to paint on their protest signs.

i feel bad for them. at this rate we're not going to have a meaningful city-burning in the next 2 years.

I think for the Dem and the media to react to Trump effectively the narrative has to start from the intelligence community.

Remember days ago when Trump removed the security clearances from the 51 intelligence individuals and removal of Pompeo and Bolton's security clearances?

Essentially what has happened is that the media has lost their sources to start anti-Trump narratives. Sure they still know John Brennen but they cannot rely on John Brennen without his security clearance status to gain information labeled as "secret" and acquired by an "anonymous source with knowledge of the matter".

The media and Dems do not know where to turn to for anti-Trump media narratives and they have no friendly IC source and narrative to coalesce around right now.
