My one recommendation is to go for one constructed of breathable, waterproof membrane (goretex or similar), instead of a jacket that’s just tight weave fabric treated with a DWR coating.
I’ve had a Topo Designs global jacket for probably 7 years now. There are probably better options out there, but it’s been a great rain jacket. I do need to give it another DWR spray sometime soon, because the outer fabric will start to soak up water these days (even though I’m still bone dry inside.)

I have a carhart Storm Defender. its an awesome rain jacket. Fully water proof.

REI rain coat should be fine, Arc'teryx if you hate money. Shell underneath (if needed) is the real worry.
Also just pick up some waterproof washing detergent from Amazon when you buy it, makes stuff so much easier.
