this is like a homeless person worrying about the stock market.
The Venezuelan Navy consist of 1 sub, 1 frigate, 25 patrol boats, 4 landing ship tanks (those are WW2 vintage) and 3 auxiliary ships. so they're not going to be invading anybody anytime in the foreseeable future.

Sounds like a good way for Venezuela and Brazil to get their coasts blockaded. When you're reliant on trade, poking the bear with the most powerful Navy in history is a bad idea.

PR is basically the “you killed it, you bought it” prize of the Spanish American War.

Didn’t get to keep Cuba or the Philippines but got stuck with PR.

This would be considered an act of war. In such a scenario I would welcome taking Brazil on as a US territory. The deep interior would make a great location for high-security prisons to send all of our murderers and child rapists. And by "high security prisons" I mean "massive tent city complexes accessible only by air travel where they are fed, clothed and given medical care, but other than that are largely left to prey on one another".
