The tax code is the biggest control tool congress has over the people. It will NEVER be abolished nor simplified.

You go to a consumption tax and retire the people at the IRS. It's very simple. If they are retired, they only need a part time job to have a full time income. We can save a minimum of $10B per year by shutting down the IRS and retiring it's employees.

Tax consumption not income - immediately any money spent (even illegally obtained income) is taxed.
Subsidize the consumption tax for EVERYONE at whatever the poverty line level would be.
Eliminate the cost of compliance with the tax code
The plan suggests that between receiving all of your paycheck and not being coerced into financial decisions based on tax compliance/ incentives that there may be a net increase in household purchasing power AND taxes collected.
I believe it has not received more support in the last 20 years because the government likes the ability to coerce behavior with the tax code and when it is explained by the media it is made to seem regressive by not covering the fact that you subsidize the tax for the people that cannot afford basic necessities.

Plus, critics mischaracterize the plan by portraying it as "a 23% sales tax on everything you buy at the register" without explaining that under the current income tax system, approx. 21-23% of the retail price you pay as a consumer are embedded corporate income taxes that are passed down along the distribution chain - from manufacturer to distributor to wholesaler to retailer until it's ultimately paid by the consumer.
Corporations DO NOT PAY INCOME TAXES. They COLLECT them and pass it along to the IRS.
