'Incorrect numbers' | Harris County early voting numbers are off due to this issue

that explanation only makes sense if they cut-n-pasted the data into the wrong fields.

Sounds like a formatting error in a manual, unofficial spreadsheet. Not sure this is a big deal on its face. The article is light on details.
