There was that short time frame after March 2020 where you would be publicly shammed for doing so. But, before and recently it is a free for all. Now, logically you should do whatever you need to do to make sure you don't drip/sneeze all over the place when the need arises, then head to a restroom to do so. Simply for the hygienic aspect of needing to wash your hand, and possibly facial hair, after wards.
