Bring back insane asylums. The government could let her private industry prison system contractors build it, and they would come.

We have privatized mental healthcare now. Most of the people who need it can't afford it and the government has been getting out of the business of mental healthcare for decades. There are waiting lists for beds in the few public mental healthcare facilities we have.
We've dumped the mentally unfit on the prison/jail system that is ill-equipped to deal with them. The crazies will get worse before they get better.
