Ever seen a "leisure time" charge at a restaurant?

Went to dinner with some coworkers - six of us in total - at a north Dallas restaurant. Decently nice steakhouse. Service was okay but not particularly speedy and I had to prod the guy to take our order and to bring us the check. Food took a little long to prepare. We sat down at 5:45 and I managed to get us the check at around 7:30 and was out the door by 7:45.

When we were paying the guy with the card showed me the bill and we had LEISURE TIME for $15 tacked on. I'm assuming this is a discretionary charge that waiters can add if they feel like a group is lingering, but we were in the restaurant for 2 hours total and it was prolonged by their own slow service. Anyone ever seen anything like this? Seems petty on a bill that was $400 otherwise.

I get it for taking forever because you are cutting into their tips plus the restaurants revenue but it seems ridiculous for 2 hours, especially if they were what was slow. And would only see charging on busy nights where there's a long wait or reservation only situation. And even then not how I'd run my restaurant but alas

I've seen restaurants with stated time limits in Japan where space is at a premium, but the service is always fast at those places.

I can understand the charge at a busier place in the USA, but if it was a result of the staff's own slow service then the tip would be reduced by a corresponding amount.

I would be inclined to write a note as a tip as to how to get repeat business.

The idea of tipping is stupid, as if you'd still return to a restaurant like that after tipping nothing anyway.

Did you at least tell them to remove it or did you just take it like a cuck

2 hours at a decent steakhouse sounds pretty normal it's not some place you rush in and out of

Thats a weird charge and I hate that. It does sometimes feel like restaurants are trying to get you out so they can get a new tab.

When I visit Mediterranean countries the opposite is true. It's like they expect you to occupy a table for four hours drinking wine and socializing. It's fun, but tiring trying to get a damn check. Must be the U.S. in me wanting to rush things and not just relaxing.

If they charged you for extra steaks and drinks would you pay that too? Why do you think it is OK to get charged for stuff you didn't order?
