No surprise here. They have been signaling this for some time. There’s a reason Biden said he may not debate Trump if Trump didn’t behave.

Correct. And, the rhetoric trying to force him into a debate didn't work because there was nobody who really had earned a debate.
Trump on the other hand can probably get at least as much value out of mocking Biden's inability to debate. Biden is going to have to choose his poison.
