Yeah the one thing that gives me hope is the movement onto the offensive player's legs. Seems guys could engage in similar tackles without that.

Rugby banned this tackle before the NFL did
But, when speaking of NFL adopting the "rugby-style tackle", it was that. It wasn't talking about tackling from the side or rear. It was how to replace face-to-face headshots with a similar motion/inertia while limiting the potential H2H contact.

NRL had banned a very very specific tackle which they call a “hip drop”. It’s far more precise than what the NFL is doing, and it is just NRL

I do like the NFL refs response to this. They basically said they aren’t going to call it in games and will let the nfl fine the players instead

You're talking about 2 different sports. Rugby league banned the hip drop tackle. Rugby union style tackling is what is commonly referred to as "rugby style tackling". Rugby league tackles are a lot closer to traditional football tackles.

There’s nothing that specifically states that they have to land on the legs for it to be a penalty. They just kind of vaguely mention that, at times, the defender comes down on the legs and causes an injury.

League isnt the same as Union which most of the US knows as "rugby". And yes they are completely different sports with completely different tackling rules and areas of emphasis.
Hip Drop tackle is a frequently used type of tackle so that players can more easily get to their feet and jackle for the ball.
