As @TomPelissero said, the NFL is working on a proposal that INCLUDES teams having to declare onside kicks. But it's part of a much larger concept that'll have teams kicking off from the opponent's 40-yard line, with an aim on increasing returns, taking space/speed out.

quote:

The proposal ...

• Kickoff team lines up on the plus-40. Same alignment rules. Everyone but kicker has foot on the 40.

• Return team lines up 9-10 players in setup zone b/w the 35 and 30. Six must have their foot on the 35.

• 1-2 returners b/w the 20 and goal line.

quote:

No one but the kicker and return men can move until the ball is touched by the returner.

• If the ball doesn't cross the 20 in the air, it's treated as out of bounds, goes to the 40.

• If kicker kicks it into the end zone on the fly, touchback comes out to the 35.

(cont.)

quote:

If return team lets it roll into the end zone, the touchback goes to the 20.

Idea was developed by Saints STC Darren Rizzi and Cowboys STC John Fassel. Those two and Bears STC Richard Hightower presented it to Roger Goodell and the competition committee last week.

quote:

So this is why, again, as Tom said, the onside kick rules needed to be adjusted. The hope is it'll eliminate the 25-yard headstart to collision that the current space and speed create, and flip the number of touchbacks-to-returns, which is 80/20 now.

LINK

quote:

No surprises: The new kickoff rule crafted by NFL special teams coordinators would allow teams to attempt an onside kick only when trailing in the fourth quarter — and require them to declare it in advance, per sources.

Language still being finalized and owners must approve.

The frick? Let’s just disband this clown league. Or just go full flag football. We have reached the point where the rules are changing radically every year.

I like 4th and 10 from your own 35. Go for it or punt

Kickoff team lines up on the opponent’s 40

Return team has 9-10 guys lined up 5 yards away at their own 35

None of those guys can move until the returner touches the ball. Just the kicker and returner can move until

Onside kick attempt has to be declared ahead of time

All stupid ideas

Does this jackoff even know his own teams history? They may not even have a SB trophy without the surprise onside kick.

Maybe just let the players on kickoffs to wear pillow cushions to make it safer.

Onsides kick declaration is stupid but I like forcing the kicking team to chip it from the 40 to create more returns.

Plus it will be a live ball so that could create craziness and blur the line between what is an onsides kick and what isn't.

This same rule was used in the XFL and it created more exciting kick returns.

So of all the cool XFL stuff for officiating, they decide to copy the kickoff.

I think they should just make it so kicking it out the back of the endzone is treated the same as kicking it out of bounds

None of the other changes

I actually like the proposal. Current kickoffs are a waste of time much like the old pats were.

Rules have changed all the time in professional football. The pearl clutchers who like every rule change is going to end the game of football are lemon heads.

I like the idea to increase more kickoff returns. I hate the idea about basically getting rid of onside kicks.
