Flashers are to be used when your vehicle is disabled/inoperable. In low visibility, when I see flashing lights I presume the vehicle I’m approaching may be disabled and I react accordingly.
When it’s raining, just put on your wipers and low beams. If you feel like you can’t safely operate your vehicle, then get off the road.

RULE OF THUMB:
If your wipers aren’t keeping up with the amount of rain use your flashers.
This has been the rule for decades. I don’t know why everyone recently started getting their panties in a wad about it.

As others have said it is illegal in a lot of states, why would that be? Something to do with practicality and making a dangerous situation worse or they just missed rule of thumb day? "rule of thumb" based on my windshield wiper speed lol - eat a bag of dicks moron.

Not so sure about the "thumb rule" but if it's that bad get off the road.

While driving, you'll inevitably see other drivers using their hazard lights while driving in that rain. You might even be the one turning them on, or at least have the urge to. But that maneuver is actually illegal in the state.

"Flashing lights are prohibited except on authorized emergency vehicles, school buses, or on any vehicle as a means of indicating a right or left turn, or the presence of a vehicular traffic hazard requiring unusual care in approaching, overtaking or passing."

I live in East Texas, Longview. Never saw this practice until about 5 years ago in Dallas. It annoys on the level of seeing someone, by the themself, in a car, with a mask on. It’s retarded.
