This is actually accurate. Youll be downvoted from the 18 year olds and those who have the mentality of an 18 yr old.

Supposedly she was covered by the water and was fully clothed. If a dude were standing chest deep in the water and jerking off under water for whatever reason would it be damaging to society in any way? Thats some bullshite for the state to be involved in.
My wife and I were wading off Miami Beach about 35 years ago and, as will happen to young people barely clothed and playing in the water, started messing around and we had sex standing up in the water in broad daylight in water that was about 5 feet deep. I nervously looked to the left and right of us and about 100 yards in each direction there was a couple doing the same thing...and there were couples about every 100 yards doing it as far as you could see. Since then every time we are on the beach together we watch for couples wading out past the second bar and holding one another face to face...there is a LOT of fricking goes on even on the most crowded of beaches...seriously, watch the beach next time you are there...odds are pretty good that in a couple of hours at least one couple will frick one another in broad day light with folks everywhere and no one noticing.

Have no problem with arresting them. There are families and kids and other people that dont want that around them. Grow up and be less trashy. Go to a room like a civilized human.

How do you know they are doing something they ought not be doing? If you are standing shoulder deep in the water how is a family, a kid or a cop going to know what you are doing? Yes, by all means, if some dude is wanking on the beach while sunbathing he has to go away...but if he walks out into the surf and is in 4 feet of water and jerks off who in the hell other than him knows he did it??? Should the police arrest anyone standing in the water? Accuse eerybody of masturbating and arrest those who admit it?

Yes, you could see couples every 100 feet facing one another in the water. Thats it...thats all you could see.
Pissing in public is against the law. How many people piss in the ocean at the beach? The police should arrest them all? Y'all really expect a lot out of a $45K a year city employee, don't you.
