OCIE is Organizational Clothing and Individual Equipment this is your uniforms, boots and things like that.
TA-50 is more the stuff you use in the field, your load bearing vest, assault pack, ruck, poncho, canteens, helmet, sleeping bag, shelter half etc.
FLIPL Financial Liability Investigation of Property Loss this is what the Army uses to account for lost damaged or destroyed equipment that a soldier has signed out in his/her name.
What I want people who have never been in the military to understand is there is no reason to feel bad for this soldier. He went two years without having his required equipment in a Tier 3 unit. It was HIS responsibility to handle the issue as soon as he could. I also wonder how he made it for 2 years without getting caught short. While he may not have been in one of the 82nd's BCTs I would be surprised any unit in the 82nd goes longer than a year without an inventory. At minimum we always had a brigade-level inventory when rotated into IRF-1 status.
The bottom line is he went two years without his proper equipment. He was literally in dereliction of duty. When I was a platoon leader and company commander had he come to me immediately afterward I would have gone to bat for him and gotten the battalion commander to sign off as no-fault and gotten him replacement equipment issued. If he came to me two years later I wouldn't have done anything for him because he knew he was not combat ready the whole time and said nothing. Then I would have kicked my own arse for not being aware of his lack of equipment for two fricking years.

Basically gear outside your basic issued clothing bag items that varies depending on the unit you're in. You're issued those items at Central Issue Facility or CIF on post when you in-process at a new duty station. God help you if it's dirty when you turn it in.

Charging this soldier $4k for gear left behind in Afghanistan while billions of dollars in high tech equipment was left for the Taliban on orders of the DoD is the epitome of idiocy. Fitting that you’d defend it.

Good question as his NCOs should have been called to the carpet as to why a soldier owes more than what he makes in base pay in a month. Or how those items went missing and how its been two years.
I was a commo NCO signed for expensive items to include crypto fill devices. They never left my sight if they were out of their safes.
I mean I'm sure a lot of us did hands across America to find sensitive items. Buttholes pucker when a pair of NVGs get misplaced.

I guarantee the issue would have been very simple to take care of at the time. His commander would almost certainly sent a field or combat loss memo with him to CIF. Easy peasy happens all the time and done as long as it wasn't sensitive equipment. He waited 2 years without doing anything about it it is extremely unlikely commander is going to write a combat/field loss memo or support a non-fault FLIPL 2 years after the fact.
I get where you are coming from with the whataboutism but there is no reason to just let someone out of their personal responsibilities when they waited 2 years to confront them. If they would have fricked him 2 years ago I would be 100% with you but after 2 years the story is a little too convenient.

When you are issued equipment in the military it goes on your "account". You are responsible for it personally. When the mysterious "they" told him to leave the equipment behind he knew that equipment didn't miraculously come off his books. Just like any other lost or damaged equipment there are official and unofficial ways of handling it. Every soldier knows the easiest time to deal with lost/damaged equipment is coming off an FTX or deployment.
People have brought up all the other equipment left behind. This equipment was somebody's books too and they would have had to take care of it getting written off and you can make book they didn't wait around for 2 years to do it, because they weren't idiots.
Based on his story he had a legitimate field/combat loss which is always easy to take care of AT THE TIME. What is hard to take care of is waiting two years and claiming a field/combat loss.
