Both. He does believe this lies. He must in order to present them in a convincing way to those he hopes to sell said lies to. There are a lot of people with TDS who do the same thing; the human psyche is a fickle thing. But I think AI plans on fixing it.

He's been a compulsive liar his entire life. But when you mix that compulsion with an inability to filter your thoughts due to a deteriorated mental state, it becomes an alternate reality.

I’ve known a few compulsive liars in my life,have a cousin that is one.They tell their lies so often and so convincingly I think they come to believe their lies.

This lying has nothing to do with his dementia. I’m a life-long Delawarean and he has ALWAYS been a bull shi##er and liar. I’ve watched him since the early 70s when he was a county councilman.

Being a pathological liar was planted in him a long time ago. He's not just exaggerating or telling little fibs that no one would check out, he's telling easily disproven grandiose and delusional bullshite and he's always done it. Think about how fricked up you have to be to lie about where you finished in law school while you're a public figure whose record is out there for anybody to look up. He's just a combination of stupid and sociopath
