Please expand on what that means? Benefits? The "river boat" casinos haven't moved from the docks in many years.

Boat based casinos are very restrictive and limiting. There is an obvious size issue, as you can only have a set amount of casino space. They also have inferior ventilation, making them smokier and smellier. Land-based properties have much greater space and growth potential, have better ventilation and space to spread out.
Also, unknown to most people, is that the casino boats are required to be seaworthy, have a full-time maritime crew and must undergo frequent inspections by the Coast Guard. This is a huge expense to the casinos. Without this added expense, they are able to spend money on amenities, staff and other things.

So they're cutting costs while spending $85 million on a remodel.

But if I run a book out of my shop it's gambling and illegal.

Mississippi had "floating" casinos for years that were multiple times larger than the BR based "boats".
Your 1st paragraph repeated itself over the 4 sentences. They are smaller because the owners don't wish to spend more.

You really believe that? See below for the correct version:

Its almost like the BR boats were subject to entirely different laws, regulations, and size restrictions based on being (1) in a totally different state, and (2) sitting in the busiest river in North America.

If those are “VIPs” , imagine what the regular patrons look like. Hard pass for me.

I'll go check it out as long as it isn't what Hollywood Casino turned into. I hope they keep the Belle open so the degenerates and shite bags don't have to look for a new place to go.
Casinos that don't want the riff raff seem to know how to keep them out. When I went to Hard Rock in Biloxi in June I noticed that while there were slot machines that advertise "penny slots" or "two dollar slots". In order to win at penny slots you pretty much have to bet the max, which I think is at least $1 a spin, I think the ones that advertise $2, the max bet is $5. So unless someone is an old rich person, if they play the slots they will lose pretty quick.
There is a change in philosophy with Casinos. It used to be, their goal was to just get you in. People could go in, play penny slots, not bet the max and sit there all night long and get "free" drinks.
Now its more about providing entertainment, which will bring in people who will play at the casinos. Let the riff raff go to those video poker casinos or hope they just don't go anywhere, because a lot of those people will get their month check, head straight to a truck stop and lose it all within a few hours.

Initially La. boats were required to sail. Mississippi boats never were. That was a big deal until the laws were changed in La.

Yes, same property. It had changed to "Hollywood Casino" after it was originally called "Casino Rouge"...
