President Biden: “U.S. Plans for Inter-Ocean Railroad”

Speaking Wednesday night at an event hosted by the League of Conservation Voters Action Fund, nominal president Joe Biden laid out his administration’s “plans” for advancing Green New Deal-related projects not just in the United States but in other parts of the world.
Here’s the transcript:
“We have plans to build a railroad from the Pacific all the way across the Indian Ocean. We have plans to build in — in Angola one of the largest solar plants in the world. I can go on, but I’m not. I’m going off-script. I’m going to get in trouble.”
Oh, yeah, that’s definitely off-script all right. But it just serves to remind us that this guy is totally clueless, perpetually out to lunch, and not really in charge of anything.
But he isn’t the only person at the White House who is perpetually out to lunch and living in a fantasy world. At another point in the same speech, Biden said this about Africa’s growing population:
“Soon, Africa will have 1 billion people.”
He read that directly from his ever-present TelePrompter - it was a completely prepared remark. For the record, the population of Africa exceeded 1 billion in 2009, 14 years ago, and the year Biden assumed the Vice Presidency under Barack Obama.
I don’t know how the Biden administration plans to construct a railroad across the Pacific and Indian Oceans, or what the purpose of doing so would even be. Sadly, no one in our ridiculously useless legacy media has any interest in asking, and the White House hasn’t offered a clarification.
But the fact that the nominal president of the United States obviously believes such a thing is even possible tells us all we really need to know about the direction of energy policy in Washington, DC.

What's the punishment ("I'm gonna get in trouble") for when he goes off-script?
Who's in charge of writing his scripts? Who gets to decide what he says?

That seems very expensive and time consuming

I bless the trains down in Africa

A train across an ocean? He can't even see that railroad safety is maintained in this country.

He shouldn’t be president. I know, I know, he isn’t making the decisions.

Meanwhile our infrastructure crumbles

He has said this multiple times before too. Total insanity that we have a legitimate manchurian POTUS and no one cares
Clown world.

I hope that one day somebody writes a book about what it was like behind the scenes.

He's said it so much, at this point it's hard to see it as anything more than an overt cry for help.
Why is never asked who is in charge of the script???

Very tall concrete columns with enough space for a few Buc-ees or Howard Johnson's along the way.

This is pretty d*m ambitious. Talk about an investment for the future.
How much additional tax revenue will be required to pay for it? 90 trillion? Or do we simply need to jack up the debt c^e^i^l^i^n^g to previously-unfathomable new heights?

I think it’s gonna be a pontoon railroad.

In the meantime, critical US infrastructure is aging and starting to collapse while countless billions are getting money laundered through the Ukraine.
Well placed EMP pulses will fry the power grid and no attempts to harden the grid are ever funded and attempted.

I'd like to see those plans and the potential cost.

Detroit rejoices.
Can we fill in a few road potholes first?
