The police say they are investigating whether this was a hate crime and are working with prosecutors to determine whether to bring charges.

For elementary-aged children … the parents are responsible for a good portion of such behavior.
Certainly not all, but definitely much of it.

I'm going to disagree. At that age the parents are 100% responsible for their child's behavior including correcting it.

There is a video in the link, but it's a video of a news report on the story, NOT the video of the incident. Apparently we aren't allowed to see that.
