This is not true for lithium or cobalt to the extent that they can be reused but they don't maintain their efficiency

True.
Want to know something else that is true? Very little of the metals used in Lithium batteries are recycled due to cost. We simply don’t have a cost effective solution yet.
So, in theory, much of the batteries can be recycled. In practice, very, very little is actually recycled.

We're decades from needing recycling at any scale. The real market will be in repair of units with physical damage and repowering degraded units, then repurposing as grid interconnected storage.
