New Orleans is a war zone, will the city ever have its own Rudy Giuliani?

Any candidate who remotely tries to be tough on crime won’t get the votes beyond locking down Lakeview. They elected Jason Williams who pledged to be soft on crime, let criminals out of jail, and look the other way on various crimes. And also happened to be under indictment at the time. And if someone were to get tough on crime, there’s no police force to carry the plan out. They’re getting exactly what they voted for.

It's a bit more complicated that "blaming the voter".
And it's not just black "culture", it's also the whole attitude of live and laugh and let the good times roll.
Everyone remembers Guilliani. Fewer remember his head cop was Bill Bratton who did the leg work. And HIS deputy was named Jack Maple - who did the super tough stuff. He's a cop legend.
And where did he work after NY? New Orleans.
And he wrote a book about it (among all his other jobs).

He pretty much says that the "broken windows" theory of policing doesn't exactly work when you encourage people to openly drink on the streets (in NY you got fined for that under Maple) and have Mardi Gras things. If you had Mardi Gras in New York under Guilliani everyone would have been in jail for public intoxication and lewd behavior and public urination and stuff like that.
Anyway, it interested buy his book or get it at the librry.
And it's not just black "culture", it's also the whole attitude of live and laugh and let the good times roll.

In New York, they have their own version of Mardi Gras. It’s called St. Patrick’s Day parades, Puerto Rico Day parades, Gay Pride parades, etc. etc. There is a ton of public intoxication in NYC.

The only way to fix NOLA is for everyone with a brain to move out and sell all property, businesses, and interests (50% of the residents). Let everyone remaining self-destruct by voting extreme leftists who will do less than nothing over crime.
Order all remaining resources to protect the FQ, Port of NO, Tulane Univ, NASA Michoud/Folgers/Air Products, etc during this period. Let Ms Gayle, Saints, and Pelicans leave town then demo the Dome and arena for optics. After 20 years of this turmoil of record crime,job loss, rising costs, cancellation of Mardi Gras with National Guard roaming the streets; and with nothing left to loot, the homeless, leeches, hipsters, exteme leftists, and criminals will be forced leave to destroy another city. The people with a brain who left before return, vote in a strong conservative mayor, and rebuild the city bringing back pro-sports, diversified economy, etc to compete with Houston, DFW, Austin, ATL, Charlotte, Nashville, Orlando, Memphis, and Miami

Our culture thinks this way, not theirs. No proof of this anywhere in the African lead nations. When election time comes along they'll get enough money thrown at them by the peeps that look like them and that's all that matters.

I hope so. More tourism dollars would flow in if people felt safer about visiting.
