I think the guy he hit got out and walked around his car and started shooting at him. The news guy said shots fired at that time, the police grabbed him pretty quickly and took him to the ground.

I recorded a low speed chase last week (80mph) on the 101. I jumped behind the last cop and was able to bypass about 10 miles of traffic.
Some Baw stole a trailer pulling a bobcat. He was swinging that thing through traffic, but punching it only got to about 90mph going downhill

They should have just capped that idiot early on after he was ramming the cop car or when the van broke down, he was putting a ton of civilians in danger.
