Go the the beginning (about 7 minutes in to the video) the cops had this at very beginning when he stole the white van and he got away right under their nose.
This way before the cul de sac escape and they let all this happen.

They should give him an award not arrest him, atleast he had the balls to do something. I don’t see how the police department doesn’t get sued for all the damaged cars and the home invasion. It was all because of their policies and ineptitude.
