Was it Russia that halted leases in the Gulf of Mexico and slow walked leases on public lands?
Was it Russia that declared war on the oil and gas industry in the US?

Why did Putin wait until after Biden took office to invade Ukraine?
Russia knew that Biden was unpopular from the moment he took office and that he's not a real leader. The embarrassingly poor execution of the Afghanistan withdrawal just verified and exposed that weakness. So Russia sized that opportunity knowing that the US was weak and that Europe really never has a real backbone anyways.
When it comes to oil - Biden needs to stay the frick out of the way and let the industry his administration openly hates fix this for him.
