It’s a bad situation but there’s a coherent story to be told on the national media that a tourist will be unlikely to encounter the major hot spots of central city and the east
FQ/CBD is a very small percentage of violent crimes, etc… it would still be half truths but it’s more honest and better branding for a national audience than pointing at domestic violence, DA and police shortages.
